JOEL HARPER "JOE BOB" GARRETT, 60, of Spencer, West Virginia, passed away on Sunday, February 23, 2020 at Charleston Area Medical Center's General Division in Charleston, West Virginia. He was born March 15, 1959 in Spencer, a son of the late William E. and Mary E. "Toby" Harper Garrett. He was formerly employed at Cox Heating and Cooling, was an avid sports fan, and was loved by everyone. Joe Bob is survived by his daughter, Nicole Melissa Garrett Fogel of Huntington, Indiana; and three grandsons, Jaxsen Paul, Elijah Carter, and Hunter Lee Fogel. In addition to his parents, he was preceded in death by his brothers, John and Jeffrey Garrett. A memorial service will take place at 1:00pm on Saturday, March 7, 2020 at the Boggs Fork Community Church near Spencer. Family and friends will gather from noon until time of the service. After the service, a time of fellowship will be held at the church with refreshments being served. Taylor-Vandale Funeral Home in Spencer is in charge of the arrangements.
