CLELENE MARIE HARPER, 69, of Spencer, West Virginia died October 13, 2017 at the Roane General Hospital after a long illness. She was born March 4, 1948 in Zona, West Virginia a daughter of the late Clellie and E. Marie Jones Romine. She worked at the Spencer State Hospital until it's closure and then retired from the West Virginia Department of Health & Human Resources. She worked a total of 35 years for the state of West Virginia. She was a member of the New Life Baptist Church in Spencer and enjoyed her grandchildren, shopping and flowers. In addition to her parents she was preceded in death by a sister, Maxine Truman. Clelene is survived by her husband of 49 years, Howard Harper; two sons, Brett Harper and his wife, Teresa, of Spencer, and Eric Harper and his wife, Shannon, of Gandeeville, West Virginia; three sisters, Garnet Casto of Cincinnati, Ohio, Goldie Casto of Spencer, and Rita Bailey of Reedy, West Virginia; one brother, Donald Romine of Reedy; and two grandchildren, Savannah and Carly. Service will be at 11:00am Wednesday, October 18, 2017 at the TAYLOR-VANDALE FUNERAL HOME, Spencer with Pastor Ron Swiney officiating. Burial will be in the Gandeeville Cemetery. Visitation is one hour prior to the service at the funeral home.
